Gérard BALLY, Founder of Action Europe, Counsellor.
A pioneer in institutional relations at the European Union level, Gérard Bally opened one of the very first firms specialising in this field in Brussels in 1989, EURODOM, a firm specialising in taking into account the concerns of players in the French Overseas territories in the drafting of national and European texts. Shortly after, he created Action Europe, a generalist law firm which complemented this initial expertise by extending its field of action to clients in continental Europe. An emblematic figure in the defence of the interests of the socio-professionals of the French Overseas Departments in Brussels for 30 years, Gérard Bally has become an expert in European affairs. The network that he has developed in Paris and Brussels has enabled him to extend the scope of Action Europe's activities beyond overseas issues. Action Europe has long been organised to intervene in Paris and manage a wide range of issues relating to all national and European public policies. For his entire career, Gérard Bally has been decorated with the French Order of Agricultural Merit, National Order of Merit and Legion of Honour.


Robert SENGEL, Financial director, Senior consultant.
After graduating from the National School of Agricultural Engineering of Dijon, specialised in farming, Robert started his career at the Chamber of agriculture of the Lower Rhine as deputy director at the regional farming institution (where he was interim director at a very young age). He was then director of Reunion's farming institution for six years, in charge of developing the animal sector. He was then hired as Secretary General at both interprofessional organisations (ARIBEV and ARIV), position which he occupied for 18 years (1996-2013). As such, he carried out numerous audits concerning the revamp of industries in various territories. Robert joined Action Europe in 2019, bringing along with him his operational experience as manager, as specialist in the structure of food industries and in the setting up of joint development projects, skills he coupled with his knowledge of institutions and local challenges. He was awarded in France the National Order of Merit.


Benoît LOMBRIERE, Associate, Senior consultant.
Graduated at the ESSEC and IEP of Bordeaux, Benoît has been involved in a number of ministry duties for almost ten years, after having been assigned as a parliamentary co-worker to the National Assembly. Prior to joining Action Europe, he served as the special advisor of the French President in charge of the French Overseas Regions. Benoît specialises in government and administrative decision-making processes, an area where he has first-rate practical experience. His analysis of power issues often proves to be the best strategy for achieving the goals of our customers.


Emmanuel DETTER, Associate, Senior consultant.
Graduated at the Ecole Supérieure de Commerce in Lyon and specializing in sociology, Emmanuel began his career at the Ministry of the French Overseas Regions, in charge of industrial restructuring as CIRI correspondent. He also served as Secretary General of the Labeyrie Group, and then as Chief Financial Officer of the Tracing Server Group (acquired by Sage). Emmanuel joined Action Europe in 2007, enriching the firm with his operational experience in financial management of industrial companies, as well as with an in-depth knowledge of the institutions and issues of Overseas Regions.


Catherine ULLENS de SCHOOTEN, Counselor.
Holding a degree in psychology, Catherine has over 35 years of experience in the areas of communications, advertisement and marketing. She started her career as the Director of Orient Express Belgium. She then started her own public and press relations company with a diverse portfolio of clients: Paribas, British Tourist Authority, Income, Armani, Diners Club, Levi’s Jean, etc. Following this experience, she was the Director of communications and marketing for FNAC Belgium for over 10 years. After 5 years at De Boeck Group as its Director of communications, Catherine joined the Catella Group for 6 years as Senior consultant in the Transaction and Invest departments. She then carried out communication and lobbying missions for an international clientele with her own company C.C.F.G.


Kathleen FIGUEIREDO LAISSY, Senior consultant in charge of relations with the European Parliament and Belgian institutions.
Graduated with a Master of Science (MSc) in Development Management at the London School of Economics (LSE) and a double degree in International Relations and Development Studies at Sussex University, Kathleen speaks French, English, Portuguese and Spanish. She was in charge of European Affairs at DANFOSS in Brussels, Denmark's leading provider of energy-efficient solutions, and the Executive Director of the European Bureau for Conservation and Development (EBCD), where she developed a solid network in European institutions and international organizations.


Thomas LEDWIDGE, Senior consultant.
Graduated in European Philosophy, Politics and Economics from the University of Kent, Great Britain, and with a Masters in International Relations at Science Po Lille, Thomas has several years of experience in local and decentralised government. Prior to joining Action Europe in January 2012, he worked for the Ministry of Agriculture. His technical experience is an essential asset for the company's daily work.


Maeva BRUNFAUT, Consultant in charge of relations with the French parliament.
Holding Masters in international relations and criminology, Maeva developed in-depth knowledge of law and legislative processes thanks to her four-year experience as a court clerk and then as parliamentary collaborator for three years, specifically on Outermost regions and Europe. Specialised in the workings of the French parliament and in relations with ministries, Maeva joined Action Europe in November 2019.


Arthur Daemers, Junior consultant.
Graduated with a Masters degree in European Politics from the London School of Economics and Political Science (LSE), and a Bachelor degree in History, Politics and Economics from University College London (UCL), Arthur has followed British and European politics very closely, writing for an independent London media. He then specialised in political communication, dealing with French, British and European actors. Interested in the interactions between public institutions and private companies, he started his collaboration with Action Europe in September 2019.

Dorian DURAL, Junior consultant.
After graduating with a Masters 2 in EU Law from the Faculty of Law and Political Science of Aix-en-Provence and with a university diploma in common law, Dorian was born in Martinique and was expatriated for several years in Africa. He started his collaboration with Action Europe in March 2019.

Rose BERGÉ, Junior consultant.
With a Master’s degree in International Relations and European Affairs from Sciences Po Lyon and in European Politics and Governance from the College of Europe (Bruges), Rose worked at the national level within the French Secretariat General for European Affairs (SGAE) and the National Assembly. Rose started her collaboration with Action Europe in October 2020.
